Selling books which were acquired locally without bill

I am looking to start a small online business of selling books ( unregistered business)\nIs it legal to sell books which were purchased locally from other book readers (second hand) or from the street. As these seller don't give a bill. Can the publisher sue me ? Or can I get into any other sort of legal trouble?
A.If you can obtain a trade license from the Local Civic Authority for your trade, you can sell the second-hand books keeping the records of sellers from whom you are buying books.
