Not getting funds from Department of Biotechnology under a project scheme

Sir, I was working in a project sponsored by the Department of biotechnology (DBT), at CSIR-IITR, Lucknow. Sir the total period of the project was 4 years and I only received my salary up to 1.5 years. Me and my supervisor continuously mailed and telephoned to DBT but they did not revert back. Sir my survival is getting critical because they hold a huge amount of money. What should I do??

In the given situation, you need to raise your grievance for non-payment of salary in terms of your offer letter appointing you as a Research Fellow in a project sponsored by the Department of Biotechnology (DBT), at CSIR-IITR, Lucknow before the higher authority. Despite your repeated requests through the trail of emails, when they ignored responding to you, at least you can seek the information behind the withholding of your salary from a Public Authority by making an application under RTI Act, 2005. You may also bring the matter to the notice of the Secretary to the Ministry of Science and Technology and other agencies like UGC, AICTE for arbitrary and unlawful action of the concerned department
withholding your salary for a couple of months. So, now before moving ahead for litigation, you may serve a legal notice to your appointing authority explaining your grievance in detail. If no response or unsatisfactory response is received, reach out to the Office of Labour Commissioner concerned and make a complaint for non-disbursement of your salary dues in terms of your offer letter requesting the intervention of the authority to resolve the Grievance. You may also file an application under Sec.33C(2) of I D Act before the Labour Court claiming dues from the employer if your status of employment is employee or workman as defined under ID Act,1947 and Industrial Employment(SO) Act, 1946.
