A.It depend on the Govt., Dept.,because some Educational Dept., insist for correction before joining you in service,better to take up the issue with the University for correction in original records & inform you accordingly .

A.Ideally not but then it is always good to get it corrected by the college or university. They will oblige you at the earliest as the mistake is committed by them.
