A.Dear Sir,
Mother is entitled for only her share as such at the most she can write a Will bequeathing her share and not more than that.

A.Dear client,

Your mother can only write off what she inherits as her share according to your father's will. If that includes the house and the half empty plot, it is up to her discretion to write it to whomever she chooses, so yes she can do so.

A.Dear Client,

In the case of ancestral property, all the legal heirs/coparceners are entitled to an equal share in the property. When the said property is divided among the four legal heirs in four parts, your mother can bequeath her share as mentioned with the consent of other co-heirs/coparceners through a registered Will.
