Mental Harrassment by Maersk Shipping line

Which court should I appeal in? I am a small trader who get import machines and sell it in India. I imported a machine through Maersk line. For the last shipment, I was quoted USD 6000(approx). however, due to some goof by by the Maersk Employee in Ukraine, the bill was raised to 42000 USD. I raised dispute which over days of denial, they finally after a month accepted their mistake. I emailed them every day, without a skip, I called the Ukraine team, asked for proof of acceptance of 42000 USD quotation....which previously they denied. They didn't answer my emails over days but finally gave in. But the mental torture I encountered due to this cannot be explained in words. I had sleepless nights for a month. Unless, i pushed and pushed them by writing each day, they didn't accept their mistake. The shipment arrived today and till yesterday, I was on the fence. In last one month, i had so many emotional break downs, I cannot express it in words. I want to file a mental harassment case against Maersk. How to go about it?
To resolve complaints or trade disputes relating to international trade, an online module for filing and tracking quality complaints/trade disputes has been launched by the Directorate General of Foreign Trade, Ministry of Commerce & Industry, Government of India, with effect from 11.02.2019. In this module, the Indian or Foreign Importer/ Exporter filing the complaint will be referred to as the ‘Complainant’, and the Foreign or Indian Importer/ Exporter against whom the complaint is made will be referred to as the ‘Complainee’. The kind of complaints that can be filed through the module are - Complaints by foreign buyers in respect of the poor quality of the products supplied by exporters from India, Complaints of Indian importers against foreign suppliers in respect of the quality of the products supplied, Complaints of unethical commercial dealings such as Non-supply/ partial supply of goods after confirmation of the order, Supplying goods other than the ones as agreed upon, non-payment and Non-adherence to delivery schedules, etc. For filing a complaint about Quality Complaints and Trade Disputes (QCTD), the following documents/papers are required: The user profile must be linked with an IEC for Indian Complainant. Valid PAN number of Indian Importer/ exporter, Valid Mobile Number and Email ID, for Other prerequisites as mentioned in Chapter 8 of Foreign Trade Policy and Handbook of Procedures may be referred. There is no application fee required for filing a complaint under the QCTD module. In case an Indian has been cheated by a foreigner who has shipped poor-quality products or has failed to make the payments, the applicant can file the complaint against a foreign exporter or importer through the DGFT module. The local DGFT office shall then take up the matter with the DGFT headquarters and with the concerned foreign trade division of the Ministry of Commerce. In turn, the Ministry of Commerce in India will take the matter through diplomatic channels to help settle the complaint as amicably as possible. So, get rid of your mental harassment and agony arising out of your business, you can opt for lodging a complaint against the foreign exporter through online mode that costs nothing but can resolve your grievance amicably.
Please file a complaint against them in the civil court for claiming damages for ruining your mental sanity and jeopardising your mental stability
