Adoption from known person

How to legally adopt from a known person who because of family economic situation is willing to surrender the child but only if it goes to the adoptive parents directly and not to any agency or institution. Is there a possibility of direct start of foster care to avoid institution taking the child.

If you adopt from his biological parents then registered adoption deed is fine.
If from guardians then take permission from court under Hindu Guardians and Adoption Act.
You have to approach Civil Court for application of adoption of child.
