FAMILY DISPUTE ON ELECTRICITY

I live in my father's house, my step mother also lives in the same house, she has no children, she has filed a suit for partition of the house in 2022. But since my father's death in 2021, I have been paying the electricity bill and water bill of the house alone. Whenever I ask my step mother to pay the bill, she starts quarreling with me. She put a box in the electric meter. when she asks for the electricity bill, she switches off the electricity, locks the meter and goes to her brother's house for 2 days. We are forced to live on solar backup, she is not even giving NOC for applying for new electric meter. Please advise how to deal with this problem
