Im working in BMRCL (Bengaluru Metro). What the seniority rules says for different category joined employees on same date and written different exam papers for selection process. Can two categories merged for seniority list . Is this possible.

A.Dear Client,
Seniority means a longer life than of another person taken for comparison. In the case of a Government servant, it means 'the length of service'. In service law, seniority means the precedence or preference in the position of an employee over other employees similarly situated in an establishment. The simple rule for fixing seniority is based on the date of appointment or promotion. If there are many persons appointed or promoted on the same date, their seniority is fixed based on their merit. There are separate rules for fixing the seniority of directly recruited persons and promoted persons. Seniority is an objective basis for promotion and so each employee is sure to get a promotion. Promotion policy based on seniority prevents favoritism and arbitrary action. Under the proviso appended to Article 309 of the Constitution of India, once an incumbent is appointed to the post according to rules, their seniority has to be counted from the date of appointment. As per OM dated the 30th April , 2013 of the Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, the determination of seniority of the merged grade will be regulated as per the following guidelines: holders of posts in Category-I as on 29.08. 2008, will be en-bloc senior to the holder of posts in Category-II, similarly, holders of the posts in Category-II will be senior to holders of the posts in Category-III and so on. While merging the different grade(s), the inter se seniority in a post that existed as on 29.08.2008 is to be maintained. Within the same category, different stand-alone posts have been merged, inter se seniority will be determined based on the length of continuous officiation in the post.
