To Get Plot cancellation refund

Hi Team,
I booked of plot in Nagpur under Lumbini Buildcon Pvt builder 3 years back.
There is no development so far they have made all the false commitment.
I have asked them to cancel the plot and refund the amount paid by me.
After several follow-up calls, they told me to submit a Consent letter.
but now they are not picking up the call, Can you guys suggest me legal ways to get refund from they without much delay.

In case you booked your flat in a housing project registered under RERA, then escalate your grievance against the Builder over alleged deficiency in service and unfair trade practice before the concerned Adjudication Officer, RERA. otherwise, after serving a legal notice to the Builder, you have to lodge a complaint against the Builder with the same allegation before the Dist. Consumer Commission u/s.35 of the Consumer Protection Act, 2019 claiming refund of booking money on cancellation of agreement and compensation for harassment. The complaint should be filed within two years of the date of the cause of action i.e. denial/refusal of your demand for refund by the Builder. Reach out to an Advocate for guidance and steps.
