I had a contract of 11 months lockin period with a pg in delhi. I stayed here for 2 months, next month I want to shift to flat because of health issue, food isn't suiting me, water contains chlorine which is creating skin diseases, rusting of vessels, cleaning isn't proper and so on. I asked them today regarding this problem, they are mentioning that they won't refund me the security deposit until the next person joins this pg and occupies the room. This point isn't mention in the agreement except 11 month lockin period. I want my security deposit back. Any idea

A.Dear Client,
If you possess a copy of the rent agreement that provides the condition of a refundable security deposit, if that condition is violated by the Building/PG owner you may serve a legal notice to him and bring the matter to the notice of the Rent Controller concerned through a written complaint for the redressal or your grievance. Or else you can escalate your complaint before the Consumer Protection Council headed by the District Magistrate of the respective district to resolve the grievance through a mediation process at the pre-litigation stage.
