Consultancy Procrastinating the Job Offer

Iam an IT employee. I got a call from job consultancy saying that if you can register will offer you best package job in Hyderabad. As per their norms I paid fee for back ground verification and later they asked for security deposit which can be refundable. It is around 10 months they keep procrastinating to offer job so that I asked my money back. They sadi that wait for 1more month will offer you best job. I understand that I have been cheated but they keep in touch with me. Please suggest, How can I proceed legally in this case.
