Clarification on EWS and RBA certificates

Can a candidate qualify UGC NET under EWS category. And apply for the post of assistant professor in Jammu Kashmir under RBA category. Can he take the benefit of two categories.
A.Dear Client,
The EWS (Economically Weaker Section) category is designed for individuals in the General Category with an annual income below 8 lakhs. RBA (Residents of Backward Areas) within the General Category reside in backward areas of Kashmir. However, a discriminatory amendment (OM No. 518, Sept 2019) to J&K reservation rules barred RBA residents from obtaining EWS certificates. This amendment poses a discrepancy, as a person in a backward area with a BPL certificate cannot benefit from the 10 percent EWS reservation, while the same individual in a J&K city can. Consequently, a candidate cannot simultaneously avail of both EWS and RBA category reservations.

EWS is for those who belong to the General Category but whose annual income is less than 8 lakhs per annum. RBA belongs to the General Category who live in backward areas of Kashmir. OM No. 518 issued in Sept 2019, by the J&K govt brought a discriminatory amendment to the J&K reservation rules,2005, that held residents of backward areas (RBA category) as ineligible for getting the EWS certificate.it is discriminatory because; a resident of a backward area who has a BPL certificate can't take the benefit of a 10 percent reservation for the EWS category, whereas the same person can get the benefit of the EWS category if he Lives in a city of J&K. In view of the above, a candidate cannot avail of the benefit of both reservation available to the EWS & RBA categories.
