Carpenter work in colony making noise and air pollution by lot of dust

In our colony a big carpenter is having his furniture making shop, it makes noise and dust which comes in all our houses. All colony residents talked to him about this and request him to do it in closed building so that dust particles should not harm us. But he do not bother.
we, specially kids are facing difficulty in breathing, bronchial asthma etc.
Pls suggest whom to complain ?
He said, its his traditional business and his livelihood depends on this business.
we also dont want to close his business but atleast he should do something to prevent the dust and noise.
