my neighbor left 9 homes wash room water to small drainage which passes through in front of home and it is blocked and smelling, even though informed to him to give connection for the big drainage which is made by bbmp he is not giving connection to it, let me know to whom to complaint

If the issue further does not get resolved, you can proceed against your neighbour criminally. The act would be considered as public nuisance under section 268 of code of criminal procedure. It talks about causing distrubance to public and causing damages to the property. It is a rule to protect your neighbour and it is a duty that should be fulfilled by your neighbour.
