Bill of elecricity in rent apartment

Dear . I'm foreginer. I live in India since few months. Rent apartament in Pune I feel that owner want cheat me with energy bill. On every pages I saw that 1 Unit ( 1kWh) cost in India 6-8 Rs , dependas how many you use in month. Owner of flat want charge me 16Rs per 1unit. He told me govt 8 Rs can be only aplicable if my rent is more then 12 months.Later told me that he need also pay some deposit to the govt for comercial clients foreginer stay less 12 months. Is it his idea only ? Is he hheat me ? Thnaks
