InKumari Madhuri Patil v. Additional Commissioner, Tribal Development madyapradesh high court given fifteen directions were given for issue of community certificates which was uphold by Dayaram vs Sudhir Batham & Ors on 11 October, 2011.
In that case supreme court said that "In Kumari Madhuri Patit's case, as many as fifteen directions were given, which, in our opinion, are all legislative in nature. In our opinion, if a Court feels that some law should be made, then it can only make a recommendation to that effect to the legislature but it cannot itself legislate. It is upto the legislature to accept the recommendation or not "
In telangana act no 16/1993 is there for issue of community certificates .but the rules in act completely different from kumari madhuri patil case rules so can i file public interest litigation (PIL)in telangana High court to Quash the act.
