Owner and Tenant Issue Owner and Tenant Issue

I stay in a Nestaway owned property. It is a shared house and the capacity of the House is 6 persons but only 4 persons stay in the house. The utility charges would be divided among everyone of us. Nestaway has made a mistake in calculating the share of each person and was charging me the wrong amount since last 15 months and I have been intimating them regarding this and they said that these would be revised but didn't did that till now.I have been paying the rent all these months but have not paid the utility bills till now which sums upto Rs17000. Today, they have sent me a legal notice stating that I was not paying the rent and other bills and legal action would be taken if not paid with in 7 days.
So, How can I respond on this issue.
