Plot in Ranjanpada scam or legal?

is plot selling of 4 to 6 lac in ranhanpada new mumbai by parties like mahaland,swarajya infra legal or scam.
if legal is cidco going to pay huge money to buyers? Did cidco acquired land in dronagiri in similar manner and padi huge amounts to land owners? Also is cidco going to buy plot of just 1080 sq ft or 1 gunte. and can we make 7/12 on 2 gunte?
