Ex Employer not releasing my relieving letters

I have completed all the terms and conditions specified by my employer in my notice period, now even after completion of my notice period my boss is refusing to release my relieving letter . Even after multiple follow ups on phone, messages and email he simply refuse to reply. I need the letters ASAP as i need to submit it in my next company. Please advice what can be done next?
A.Hello, I have gone through the brief details of you case. You should immediately send a Legal Notice to your employer demanding release of documents. In case the employer fails to comply with the demand in the Notice, you should file a civil suit against them. Please get in touch directly for further advise and procedure.
