restriction of disbursement of loan amount

I applied for the Non residential property loan in hdfc ltd. on 18/12/2019 and it was then sanctioned on 27/12/2019 with their offer letter. The legal and technical part of the property is also clear and non objectionable as the project was approved by HDFC ltd. Now at the time of disbursement they are raising question and restricting disbursement -
1. I paid cash payment is made of rs. 19500/- to builder. they told me that it is more and legally only 11000/- can paid.
2. I have to compulsorily purchase life insurance policy only from the HDFC and their partner companies which is 4 time costly than other insurers.
3. when I ask them to purchase it from other insurer they are threatening me to cancel the loan or to stop the disbursement.
I lodged the complaint with the customer care through mail, twitter, but there is no response from there side.
1. Now what should I do if they cancel the loan?
2.Whether there is any restriction of RBI for such white color crimes by banks?
3. where I can complaint against bank?
