You can write a letter to the Land and Revenue Officer in order to get a mutation stay. In case you still do not get a mutation stay despite sending the land and revenue officer the details then you file a case against the officer and make the person who is doing mutation a proforma party.

Yes, you can get issue a legal notice and terminate the lease as he has sublet the properties and also the period of lease already over. However, your case is weak since you have not registered the lease deed. However, it can be cured if you are ready to pay penalty to get it regularised.
