You need to file a complaint in the police as that land is registered in your name and only you have the right of that land. While filing the complaint take the legal papers of the land as evidence.

Since you have MOU you have the proof of the agreement. You can approach the police and file a complaint against the seller.

Got possession letter but missing info about oc certificate and registry. Builder asking for payment else penalty imposed.

Builder cannot issue a possession letter and demand for money until OC certificate is there, you cannot be forced to pay.

Since A voluntarily sold the land to B, he/she does not have any right to file a case for that land now. In addition to this there is a delay of 49 years which makes the suit not maintainable before the court.

You cannot go to consumer court for the said case as it falls under the purview of Commercial transaction.
However, you can enforce a case for infringement of commercial contract in Delhi or in U.P.
