Hostel or paying guest

Sir, I run a hostel which is on rent, due to this lockdown, few boys are there, police told, donot take rent from them, so I am not taking rent, but they are not agree to give light bill and water bill charge and police saying, we have to provide every facility, what to do, I want to close my business, because I am facing huge loss
A.Dear Sir,
I should not say but I must say that the government which is not giving concession in payment of bills then it has no authority to ask you not to collect hostel rents. The media is misleading public. Have patience and after this period file civil suit against all them collectively for all charges, interest and mental torture claiming big amount.

This seems a very tough situation for you, some confusion is created on certain directions based on very deserted issues.
I suggest to wait for lockdown to get over and collect rent and statutory dues. On the same, you may write a letter to jurisdictional police.
