A.1) From where did you hire such a website developer who gave you the reference of such website developer contact him /her & ask for refund of Rs. 15000
2) Was the advance given by you was by cheque or cash or by transfer
3) Has he sent you any return intimation that he has received Rs.15000 for the website development if you have any written evidence from him for the same you can send him a legal notice for refunding you are total amount along with the interest
4) And if the amount does not come you can file a recovery suit against him and also in the consumer court for lack of services. A.Send him a legal notice to recover your dues. Ask him to settle the matter amicably otherwise if you take any legal action he will be in trouble.

A.Hello Mr.Jain,

This actually comes under the gambit of Consumer Protection and you can send him a legal notice for not completing the work and not refunding your money.

Additionally to add more strength to your case; please file a police complaint with the respective Police Station on the grounds of cheating and criminal breach of trust under the Indian Penal code (IPC) as the website developer has defrauded you with malicious intentions.
