how to increase rent of my property which tenanted by govt. office

my property is in Pauri Garhwal city, Uttarahand, It is rented by the govt. department for more than last 10 years. But the rent which I receiving by the office. is not according to rented circled rate, which is fixed by the govt. The current rate is 5 to 8 times more than they are providing. I have send a district circle rate copy to this office, It has mention current rate on that letter which is signed by the district officer, But they still not implemented it. In this situation, what I have to do.
A.Get issue a legal notice then approach High Court directly and you will get favorable orders on technical grounds.
