Government departmental promotion

Siting MHO circular of 1959 and DOPT circular of 1992 (based on Hon. Supreme Court ruling 1990), delinking promotion with confirmation but on appointment rank only for direct recruit, one cadre officer got an order from Rajasthan High Court. The Authority implementing it throughout the country. But persons benefited from wrong practice, trying to stop it legally. Can they get stay order from any High Court or they have to go to Supreme Court? Can we (who will benefit by implementation) file a caveat? Where to file in Supreme Court or any High Court?
A.You have to caveat both in HC and SC.

A.You may approach supreme court by filing SLP or writ petition under article 132 constitution of india against such order of implementation because authority is going to implement on the basis of HC's order.
