A.Dear Sir,
It is by mistake or negligence such thing has happened. Approach the dealer to get NOC of first State or get issue a notice to him through police and RTO for misrepresenting before the RTC. This can be done by paying a few to the RTO for the cancellation of the NOC. In case you have obtained the NOC from the earlier RTO and have been using the vehicle in the new state without paying the road tax to the new RTO, you'll need to submit a Non-migration certificate along with a penalty.
Do you have ANY proof of purchase? EG A receipt on paper/cheque payment etc? If Yes, then you are pretty secured. If not, yet you are not fully screwed Keep good relations with the seller. If he is acting lazy, there is no other way but to get yourself involved and do the stuff.

Procedure For Transfer Of Vehicle Registration From One State To Another
For the transfer of vehicle registration from one state to another, you have to start with getting the vehicle deregistered from the original state of registration. For this, you’ll have to go through the following procedure –
Apply for the NOC by submitting RTO Form 28 to the RTO of the original state. You can download the RTO Form 28 here
If you plan on selling your car in the new state already, you would need the RTO Form 29 from the original RTO
Submit the NOC to the new RTO
Pay the road tax applicable in the new state
Get a new vehicle registration number from the new RTO
Once you have gone through the above steps, you can safely drive to the new state of residence without fearing any sort of penalty. In case you have sold your car to someone residing in another state, even he can follow the above procedure and drive freely to his home state. Once the NOC for vehicle transfer to other states is obtained, you need to submit its original copy to the original RTO for police verification. Once you get the NOC after verification, you can get the car registered in the new state. It may be noted here that obtaining the NOC can take up to five weeks, while the documentation process in the new state might take up to six months.
In case you have already moved to the new state without completing the necessary paperwork, there is a different process that needs to be followed –
1) NOC taken but not transferred

In case you have obtained the NOC but couldn’t transfer your vehicle to the new state, you have to go to the RTO and get your NOC cancelled. This can be done by paying a few to the RTO for the cancellation of the NOC.

2) Road tax not submitted
In case you have obtained the NOC from the earlier RTO and have been using the vehicle in the new state without paying the road tax to the new RTO, you’ll need to submit a Non-migration certificate along with a penalty.
3) Selling your vehicle in the new state
If you want to sell your vehicle that is registered in a different state, you would need to submit the NOC to the new state RTO along with the road tax receipt. If anyone of the above is missing, you can’t sell your vehicle in the new state. After submitting these, the process is pretty much like selling a normal car and all documents required to sell a car are also the same.
