Violation of contract and fake documentation

I was working with my towns municipal corporation ,I was suppose to complete ka skill development training program through contract,10% payment should be released with 7 days after agreement ,but they didn't paid anything through out whole training program after completion they paid only 5% and few days after they blacklisted my firm on basis of poor quality of training ,they stated only in letters,that they assume quality was not good ,they didn't specified any issue or any remark as per quality particularly, on of monitoring officer visited centre after date of completion ,officially he writes on our guest register and issued a letter with mismatched numbers of presence of candidates ,training was complete on 2nd april and he visited 29th of march where he dusht mentioned any numbers after this he visiter 3rd april 4th april and 5th april. i wrote officially, training is already complete on 2nd april so there is no need to charity this.but he issues a letter with numbers of presence and just because this letter municipal commissioner blacklisted our firm but there is no clause in contract neither in work order nor in government guideline ,as result of this we got big loss and due to blacklisting we can't work across state.
Please tell me about all this we know they wasn't immpowered to do all this please tell me solution on criminal case grounds.
Is we can go for ipc 168 and 468
