cheated by cook service provider

Hi,
I paid a maid agency charge for 4 months Rs 3000/- on agreeing to get a maid for 2 times a day on salary of 1500/-. After paying , they said we have spoken to provide the maid for 1 time only at 1500/-and there will be 2000 for 2 time.
I asked for refund as other service agencies charges are half for better service terms (1 year service).
They are not providing refunds but in their "terms and conditions" it is written that 75% will be refunded in any case if service not taken.
In other line, it is written that they can cancel the agreement if customer makes false statement(Nothing regarding refund is mentioned there, so they can't deny it) . They are trying to cheat me saying I am lying.
I have checked internet, they have cheated so many customers.

They have wrong address printed on their site. I have sent whatsapp messages with the photo of the lady who came to take my money. No reply received.

Issue notice as per the address.If returned file fir,My advise was to take help of lawyer to solve issue quickly.
