Legal Heir or Succession Certificate Legal Heir or Succession Certificate

Hello,
We live in Mumbai and my dad was an employee of a pvt ltd company, and was retired for before 6 years from his death (24/12/19). Now when I am trying to move the property over my, my mother and my sister's name they are asking for a legal heir or succession certificate.
My father owned a flat in Mumbai and some ancestral land in Karnataka.
And I approached to the local Tehsil office for the same, they said that Tehsil gives these certificates only for government employees and for private employees they suggested to go to civil court.
So, my question is first of all that my dad owned properties in 2 different states but was a resident of Maharashtra, so these certificate has to be issued bu which state?
And then what will be the procedure and cost for it?
I will be really grateful if somebody replies for the same and I am really confused about this.

A.To obtain Legal Heir certificate you must approach the area/Taluk Tasildar, or from the corporation/municipality office of your area, and also District civil court. The certificate names all legal heirs of the deceased person and will be issued to you only after a proper enquiry. You must consult a lawyer for the same.
