Regarding to conduct govt re-exam fasy

Sir,
I wrote Kerala postal exam last year on 7th of may and due to malpractice of some students from haryana a enquiry is initiated and exam result is not out yet after completing 9 months.when calling the postal department they are saying that they can't say anything about the date of result publishing.There were also same problem in Tamil nadu where when the result published the haryana came first and the exam is cancelled by understanding the question paper is compromised.But even after cancelling the exam the department is not ready conduct to the re exam.so many people spend money on this and if they conduct after long time so many aspirants will lost chance to write the exam due to age problem.how can we ask the court to conduct a reexam?
