is there any way or law to file complaint against a person who use abusive comment , throw garbages , use unethical act of puja , spreading rumors .

If the nuisance continues from your neighbor then, you can file a complaint with the nearest police station.

A.yes, you can send notice to that person to stop the acts as warning.
