Cidco transfer

Hello,
Mr A sold a flat to Mr B in year 1994. Mr B sold the flat to Mr. C in 2000. Mr C died in 2011 and through will it was transferred to Mr. D. The name transfer to Mr D was done in 2011 and probate was received from court in 2019. Also transfer fee was not paid by Mr B and Mr C at the time of sale. Now Mr D is ready to pay all the transfer fees. Wat is the procedure to transfer the name in Cidco?
