Can any company publish the candidate name in any public platfroms if he/she declines the offer last minute?
A.hi,
if you declined the offer through some consent form or if you have a written proof, you can take legal actions against it.

A.no, they can not for declining offer until something was mentioned during interview process and you signed it.
