I have published the mobile application of a government fertilizer department on my website. I have charged this application. I have mented on my website that whoever is paying to download this application, there is no fee for this application. That is our website service fee. We are not selling this application. Is it legal.

However, if you are not charging anything, it is legal as it will be a part of your terms and conditions. its your wish whether you want to charge people or make it free.
