Agreement says i have to pay, if i don't deliver the task

I took a freelancing project which says if i don't deliver the project within the timeline i have to pay 5500/-, this agreement is "INDIA NON JUDICIAL GOVT. OF GUJRAT" and i don't think it's legit, i don't know what to do
