can indians play international lotteries online?

hi iam resident of telangana ,i just want to know can i play international lotteries online via lottery agent courier service (what they do is buy ticket on behalf of me and give me the ticket if i win) i just want to know is it legal and will i able to get my winnings back to india if i win huge and also will my playing counter fema and also i belong to a lottery banned state but recently in 2019 a resident of telangana won dubai lottery and successfully claimed it ..so i have no idea should i play or not???

As per your inputs, perticular to Telangana, playing online lotteries is banned and punishable, as a resident of telangana you can not play the same

For players, online lottery is completely legal in India on Indian lottery websites and international websites. However, the state of Telangana has banned the running of lottery since its creation in 2014. The Telangana Gaming (Amendment) Bill, 2017, makes any form of betting is illegal.
