No Refund/Non delivery of product.

I pre ordered a book in Sep 2020 online. It released in India in November 2020. It’s niw Feburary 2021. I have not got my book. The bookstore never replied to any of my messages and emails. Yesterday they replied and said my book was dispatched last year only. Their product confirmation says they will send an email when the product is shipped but I got no such shipping email. I want a refund from this fraud bookstore. What can I do? They keep posting everyday on Instagram but they do not address my problem.

Serve them with legal notice to repay or give you delivery of the book.
If the do not comply, complain to the police about fraud and cheating under Sections 415 and 420 IPC.
