In Government Order/Interdistrict Transfer policy of Basic Education in Uttar Pradesh ,basis of merit were 1.Number of year of service as on 31.03.2017 as per GO. 2.On same year of service, merit will be decided on date of birth as per GO. But final merit issued by department with calculation of number of years of service as on 31.12.2017 and on same number of years of service Merit decided on date of joining , which are not as per GO. Due to above merit criteria my merit negatively affected and 12000 candidates moved above to me. So can I file writ for preparing merit as per GO/Transfer policy? And what would be outcome? Most of the candidates has been joined in there transferred districts.

In such case, court may direct to Department to issue merit again or just give relief to petitioner?
