Can one use Public Available Data for Commercial Purpose ,Is it legal?
Suppose I want to sell Voter List to a MLA Candidate from Election Commission Website by registering my own website & company through legal means, Is it possible to do?

There is no copyright on the publicly available data. So you are free to use any publicly available data for own commercial purposes. You will have to follow all legal compliances as prescribed.
