Delay in possession of builder flat

10yrs passed, construction pending and builder isbissuing demand letter for the not even started. Project in kundli, haryana and builder office in delhi. Which Rera court is applicable for this.
How should i go about filling a case against builder. Pls advice?
A.Dear Sir,
If property is not on the list of RERA then you cannot approach RERA. However, you can approach Consumer Forum claiming huge compensation and also approach Police for not completing construction work and thus committed cheating.

A.Hi,
If you buy a flat and the builder continues to delay the possession of the flat, then you can send a written complaint to the appropriate dispute redressal forum as per the value of your flat, or the amount of the damages you have suffered. The disputes between 20 lakhs to 1 crore can be filed before the SCDRC while the disputes over Rs. 1 crore can be filed with the NCDRC in New Delhi.

A.Hi,
A buyer can file a case and send legal notice to the builder for delay in possession under the RERA Act, 2016 or transfer their case from a CDRC to the State Real Estate Regulatory Authority. According to this Act, a builder will have to pay 10% interest on the value of the property for delayed possession of flats.
