NOC from employer for obtaining passport

I work as a mechanical technician in Eastern Railway, Howrah, West Bengali. Wanted to apply for a passport but there is a massive partiality exists in our department. The administrative employees, clerks always look down upon us and ensure that we can not proceed with such stuffs. One senior clerk even advised me, why do you need to a passport if you are not going abroad; you apply writing that you will visit Bangladesh and we will consider it. But I denied to furnish any false piece of information. I know, I have the right to apply for a passport and I want to apply legally. So I understood that they will not issue any Identity Certificate or even an NOC in favour of me. But fortunately I discovered that recently another rule has been added, which allows me to intimate the authority prior to applying for the same. So I need your kind advice so that they can not harass me in future. Now I am actually confused because I am highly worried as these people are apt in harassing others. Shall I send the Prior Intimation Form duly filled up by post before mailing the application itself to the passport office? Please guide. Your kind advice in this regard will be highly appreciated.
There is no need to be concerned; as you correctly said, you have been granted the authority to get a government-certified certificate. If someone tries to prevent you from receiving the certificate, you can go to your local police station and file a report.

There is no need to be worried, you can apply for a passport as you rightfully said you have been given the right to get a government-certified document. If anyone stops you or harasses you from getting the certificate then you can approach report the thing in your nearest police station.
