How to face this charge sheet?

My husband works for PSU and he is Alchoholic basically and now transfer to another station . He was found fainted outside security gate with uniform and id, sent for medical and report came as alcohol positive. He was given suspension following a disciplinary- charge sheet accusing him saying he was trying to spoil company name. He hasn't entered security gate or signed in register, but he was there in front of that gate fainted before 1/2 of hour of his roster time. Many times before in old station he was caught, suspended and inappropriate leave etc.,
How to face this charge sheet, need to reply in 3 days
A.He will have to reply parawise to each allegations in the chargesheet and then appear in front of the disciplinary committee to put forward his case and defend himself. There might be some oral questions asked to him for which he needs to reply appropriately.
In case the committee rules against him then he will have the option to appeal to higher authorities and then to the Labour Commissioner.
