Formation of Association/Election of Office Bearers By Draw of Lot

We are an apartment of about 100 flats. Initially, we had an association, now the association's term has ended and the existing officer bearers don't want to continue. The previous office bearers held several SGMs to conduct the elections but couldn't succeed, all of them want to quiet now. There are no flat owners who are willing to come forward and form the association (become office bearers), in such a scenario can the election of office-bearers of the association be held on the basis of Draw of Lots? And alsi who is the right authority to approach in such a scenario if draw of lots is not a possibility- Registrar of Society/Apartment?
A.Dear Sir,
You can elect office bearers by way of Draw of Lots provided other members of the Association agree for the same otherwise first you have to get change the bye-laws of the Association and get amended in the concerned office where your Association got registered. You are repeating the same question.
It is only through the election, the office bearers are elected. The draw of lots is not the right approach to elect the office-bearers of the association as the role is based on necessary skills and qualities. If in the end, no election happens, you can approach the Registrar.
