PhD scholarship Refund PhD scholarship Refund

Hi,
I was a PhD scholar in an institution, and received Scholarship as stipend monthly. Due to financial constraints I took a break and thought I will go back to PhD once I am stable. But unfortunately my situation has not changed and I had to drop my PhD.
My family doesn't own a house and both my parents are not working. I have a elder sister who is married and a younger sister who is studying her bachelors. I have to work and look after my family. Starting from paying rent to paying money for my sister's education. But when i requested to relieve me from my course, my institute is asking for refunding the scholarship money I received. In my current situation I cant pay back and I haven't signed any bond or documents mentioning the refund at the time of joining. Is there any problem if I wont pay the money.

A.Dear Client,
There will be consequences if you do not pay and they could be either not giving back your original certificates till you complete the full payment or if the amount is huge, they can drag this matter to the court.
Thank you
