Neighbors Quarrel

My neighbours who stays next door has built 2 floor building. They have attached the small pipe to their terrace and when ever the comes or or they wash their terrace or the tank, the water flows from the terrace on the road like when we open a tap. They have not given the pipe connection which attached to the drainage. When we complained about the same they started to quarrel with us. I am not sure if I was able to convey my concern properly. Please advise if leaving water from terrace directly to the road where it's cumbersome to commuters as well for the neighbors
