Regarding Sale deed of a Plot

Hi,
I have purchased a plot in Pune and have done agreement to sale with the owner and have paid him partial amount. The plot is not Gunthewari and NA is also not done.
Is it mandatory to do NA before doing the Sale deed of the plot.

One can do the registration of a plot regardless of its character and sub-registrar should not have any issue with that. The problem will be that without the NA one cannot create a structure in those property for living.

Registration can be done but there will be some risk in purchasing such plots without NA.
