Housing Society Development Charges

Hi Their, my property is at Kharghar. Initially builder kept the property incomplete hence all the members form a society and and contribute certain amount. Due to some financial and medical issues i could not able to pay the development charges. Now society have asked me to pay double amount (21% interest for 5 years) and locked my property and using my flat for personal use.
