Housing board property name transfer

My grandmother had purchased (self-acquired) a housing board MIG house in 1972, my father was her only child. Both my grandmother, grandfather, and my father have passed away in 2004 and 2011 respectively. The property was not transferred in my father's name, however, now I want to sell this property for which I want this to be transferred to my mother's name (legal heir), I have submitted all the documents to the housing board (affidavit, Death certificate of grandfather, grandmother and my father) and the prescribed fee, however, now the contact person is asking me to send him an approval message saying that "I'm willing to bear legal opinion charges of their housing bord lawyer which is appx ₹.10000/- transferred directly to him for his approval for name transfer" or else this may not proceed. He is also saying not to include my lawyer as I needlessly have to pay both of them. He is not sharing the notice with me saying that it's an internal note and can't be shared. How to proceed?
It does not sound ok from his side. Do not rely on him and seek the services of your own layer to be on the safe side. What he is trying to say is not that sound and you do not have to rely on him rather rely on your own lawyer.
