Need suggestion against cheating from an AC technician

An AC technician took out all the refrigerant gas after its installation. He doesn't work under any company. We got his number from a relative. We don't know where he lives. We only have his mobile number. Whenever we are calling, he is not picking out calls. I have the proof of installation. I sent the money through PhonePe and I have recorded the call before paying to him. Later we filled the gas through authorised Voltas AC technicians. They charged Rs.3000. Please suggest how can we do against that AC technician.
